Cruising along in the evening looking for drugs, or to set up an effective drive-by shooting, generally takes place in town and not in the rush-hour lanes on I-95. Therefore this preferential treatment for those who use the High Occupancy Vehicle lanes during rush hour is de facto racial discrimination. It is surely no accident that they are giving this privileged status to Whites going to work but have no corellary program to speed up the travel of gang members who have no equivalent lanes to speed up their activity, and their escape.
