The 9th Amendment is evidence of that: "The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people." Also, the 10th Amendment says: "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people." The federal government was given the power to regular commerce between the states and between the United States and foreign countries, but it wasn't given the right to change the manner in which wealth is distributed amongst citizens in the individual states.
