			<content:encoded><![CDATA[<p>Exactly one week after Barack Obama&#8217;s speech to Congress (the infamous Joe Wilson &#8220;you lie&#8221; speech), Joe Wilson has been vindicated. Those two words, &#8220;you lie,&#8221; have prophetically become, perhaps, the two most profound and legitimate words to be uttered by a Congressman.  Joe Wilson encapsulated, with two words, Obama&#8217;s entire resume, and is causing great distress on the Left.</p>
<p><span id="more-3229"></span></p>
<p>By what mechanism was Joe Wilson&#8217;s accusation substantiated? By the criminal mind&#8217;s subconscious psychological compulsion to return to the scene of the crime. Obama, returning to the scene of his myriad crimes&#8211; the podium, teleprompter combo&#8211; gave a speech to the Congressional Hispanic Caucus Institute and contradicted the exact statement that produced Joe Wilson&#8217;s furor.</p>
<p>In my previous <a href="../../../../../there-was-truth-in-obamas-babblative-nostrum">articulation</a> that addressed the Wilson &#8220;you lie&#8221; affair, I presented two scenarios by which Obama would not have been technically lying, but something far worse. The first of the two scenarios presented was the language regarding how an &#8220;unauthorized alien&#8221; would be classified by the &#8220;substantial presence test&#8221; of the IRS guidelines for taxation:</p>
<blockquote><p><strong>You will be considered a U.S. resident for tax purposes if you meet the substantial presence test for the calendar year. To meet this test, you must be physically present in the United States on at least:</strong></p></blockquote>
<blockquote><p>1.  31 days during the current year, and</p>
<p>2.  183 days during the 3-year period that includes the current year and the 2 years immediately before that, counting:</p></blockquote>

<li>All       the days you were present in the current year, and</li>
<li>1/3       of the days you were present in the first year before the current year,       and</li>
<li>1/6       of the days you were present in the second year before the current year.</li>

<p>This is how the &#8220;substantial presence test&#8221; relates to House Bill 3200, which has been ricocheting around the chambers of the House for a month, by the Congressional Research Service (they actually <em>read </em>House Bill HR 3200):</p>
<blockquote><p>Illegal aliens in the US who meet the &#8220;substantial presence&#8221; test would be required to participate in the health-care &#8220;exchanges&#8221; and would have access therefore to the subsidies and the public option, if it exists in the final form of the bill (page 4):</p>
<p>Under H.R. 3200, all legal permanent residents (LPRs), 23 nonimmigrants, and unauthorized aliens who meet the substantial presence test (defined above) <strong>would be required to obtain health insurance</strong>. Noncitizens meeting the definition of nonresident aliens (e.g., temporary visitors, temporary workers in the United States for less than 183 days in the year) would not be required to obtain health insurance. Notably, the IRC does not contain special rules for individuals who are in the United States without authorization (i.e., illegal or unauthorized aliens). Instead, the IRC treats these individuals in the same manner as other foreign nationals- an unauthorized individual who has been in the United States long enough to qualify under the substantial presence test is classified as a resident alien; otherwise, the individual is classified as a nonresident alien. <strong>Thus, it would appear that unauthorized aliens who meet the substantial presence test would be required under H.R. 3200 to have health insurance.</strong></p></blockquote>
<p>The second scenario I presented was that Obama and the Democratic-led Congress would convert illegal aliens into U.S. citizens and, instantaneously, no more illegal aliens being shuttled onto the government insurance plan. Exactly one week after Obama&#8217;s speech to Congress, and his impassioned denial that illegal immigrants would be covered under his health care reform, Barack Obama exposed the tip of his maniacal blueprint to the Congressional Hispanic Caucus Institute with the ensuing proclamations:</p>
<blockquote><p>As you know there&#8217;s been a little controversy about who exactly will be covered under reform.  I want to be clear: If someone is here illegally, they won&#8217;t be covered under this plan. That&#8217;s a commitment I&#8217;ve made. But I also want to make this clear: Even though I do not believe we can extend coverage to those who are here illegally, I also don&#8217;t simply believe we can ignore the fact that our immigration system is broken.</p>
<p>That&#8217;s why I strongly support making sure folks who are here legally have access to affordable, quality health insurance under this plan, just like everybody else. And we certainly should not let this debate on health care&#8211;one that&#8217;s so essential to Hispanic Americans and all Americans&#8211;get side tracked by those looking to exploit division and kill reform at any cost. That&#8217;s what they always try to do.</p>
<p>If anything, this debate underscores the necessity of passing comprehensive immigration reform and resolving the issue of 12 million undocumented people living and working in this country once and for all.</p></blockquote>
<p>In conclusion, Barack Obama validated Joe Wilson&#8217;s &#8220;you lie&#8221; auditory spasm. Obama possesses these two backdoor opportunities to circumvent his original statement that no illegals will occupy the rolls of his United States taxpayer funded government health care insurance plan, and all the while believing he has shielded himself from being classified a liar by skulking behind the skirt tails of his <em>pseudologia fantastica</em>. Obama has breached the paradigm of the generally accepted principles of political fabrication for political expediency. When he stood in front of Congress and the entire nation last week, and lied with such pathological tranquility, it truly was&#8211; as his candidacy was coined during the presidential election&#8211; historical.</p>
